Hyperlocal Air-Quality Narratives for Community Environmental Action

Abstract Air pollution is frequently communicated through regional averages, technical indices, regulatory monitoring stations, and numerical concentrations that may inadequately represent the highly localized character of everyday exposure. The expanding availability of low-cost sensors, citizen-science networks, mobile monitoring technologies, and neighborhood-level environmental data creates an opportunity to make air-quality information more spatially specific and socially meaningful. Yet measurement alone does not necessarily produce environmental action.
This paper develops a conceptual–methodological framework for transforming hyperlocal air-quality information into community narratives capable of improving environmental understanding and supporting collective action.The framework integrates five communication stages: raw sensor information, location-linked interpretation, health-contextualized explanation, community lived-experience narratives, and action-oriented environmental communication. Evidence from participatory air-monitoring and citizen-science literature indicates that neighborhood-scale monitoring can reveal pollution episodes and exposure patterns that sparse regulatory networks may not capture, while participatory storytelling can connect measurements with everyday experiences and environmental-justice concerns. A scenario-based analysis is used to illustrate how increasingly contextualized narratives may correspond with greater community action readiness. Because no primary community dataset was supplied, all quantitative values are explicitly simulated rather than presented as empirical observations.
The paper argues that effective hyperlocal environmental communication requires both scientific integrity and narrative relevance: sensor uncertainty must remain visible, while local experiences, recognizable places, exposure pathways, and feasible responses should be incorporated into communication.
The resulting framework provides a basis for designing community air-monitoring initiatives that move beyond data collection toward environmental literacy, collective interpretation, institutional dialogue, and locally grounded action.
