Organizational Memory Preservation During Workforce Turnover

Abstract Workforce turnover creates an organizational challenge that extends beyond the replacement of departing employees. Employees accumulate procedural understanding, problem-solving routines, customer histories, relational networks, technical judgment, contextual knowledge, and lessons from previous successes and failures. When such knowledge remains concentrated in individuals, employee departure can weaken organizational memory even when formal documents and information systems remain intact. This study develops an Organizational Memory Preservation System (OMPS) for reducing knowledge discontinuity during workforce turnover. The framework integrates critical-knowledge identification, tacit knowledge transfer, explicit knowledge capture, successor readiness, knowledge retrievability, and post-exit reintegration. Because no real employee-turnover or knowledge-management dataset was supplied, the study adopts a transparent simulation-based explanatory design. Five synthetic organizational conditions representing memory-preservation maturity levels from 20% to 100% were evaluated. The simulated results indicate that preservation of critical knowledge after turnover increases from 43% under fragmented memory practices to 89% under a mature preservation system.
At the same time, undocumented process loss declines from 38% to 9%, median successor stabilization time decreases from 24 to 6 working days, and repeated knowledge-related errors decline from 29% to 8%. The study argues that organizational memory cannot be preserved by documentation alone because important knowledge is embedded in people, relationships, routines, tools, and situated work practices. Effective preservation therefore requires a combination of codification and person-to-person transfer supported by explicit ownership and retrieval mechanisms. The framework contributes to organizational-memory and knowledge-retention literature by positioning turnover management as a systematic memory-continuity process rather than a short exit-administration activity. The simulated findings are theoretical scenario outcomes and should not be interpreted as empirical estimates of actual organizations.
