Building Public Trust Through Transparent Emerging-Technology Regulation

| Abstract | Artificial intelligence, synthetic biology, quantum technologies, autonomous systems, advanced data-intensive applications, and other emerging technologies are developing more rapidly than conventional regulatory institutions have historically adapted. While these technologies can generate substantial economic and social benefits, uncertainty concerning safety, privacy, fairness, accountability, and institutional control can weaken public confidence in both technological innovation and the authorities responsible for governing it. Transparency has consequently become a central principle of emerging-technology regulation. Nevertheless, transparency should not be understood simply as publishing additional regulatory documents. Meaningful regulatory transparency requires understandable explanations of objectives, evidence, risk classifications, decision criteria, stakeholder influence, enforcement responsibilities, regulatory changes, and mechanisms through which affected communities can challenge or contribute to regulatory decisions. Current international developments reinforce this approach. The OECD's 2026 trust evidence indicates continuing uncertainty regarding government use of artificial intelligence, while its anticipatory-governance framework emphasizes stakeholder engagement, strategic intelligence, agile regulation, guiding values, and international cooperation. This study develops a Transparent Emerging-Technology Regulation Framework (TETRF) and evaluates four hypothetical regulatory models through an explicitly simulation-based methodology: opaque reactive regulation, disclosure-led regulation, participatory adaptive regulation, and transparent anticipatory regulation. A synthetic corpus of 400 hypothetical regulatory scenarios was assessed across six dimensions: regulatory clarity, evidence transparency, stakeholder participation, accountability, adaptability, and public accessibility. The simulated Public Trust Readiness Index increases from 36 under opaque reactive regulation to 90 under transparent anticipatory governance. The analysis also emphasizes that transparency alone cannot guarantee trust; poorly contextualized disclosure can have limited or even counterproductive effects. Effective trust-building therefore depends on transparency being combined with competent regulation, meaningful participation, enforceable accountability, proportional risk management, and visible institutional responsiveness. |
