Visual Information Design for Communicating Complex Public Risks

| Abstract | Public risks associated with disease outbreaks, extreme weather, environmental contamination, technological failures, infrastructure disruption, and other emergencies are frequently communicated through numerical indicators, maps, probability estimates, dashboards, warning labels, and statistical graphics. The growing availability of risk data has not necessarily produced equivalent improvements in public understanding because complex evidence can overwhelm audiences when it is presented without attention to information hierarchy, visual literacy, uncertainty, accessibility, and decision relevance. This study examines how visual information design can improve the communication of complex public risks by transforming technically accurate information into formats that support comprehension, uncertainty recognition, recall, and protective decision-making. The investigation adopts a simulation-based methodological design because no primary participant dataset was available. Four communication conditions were modeled: a text-heavy risk brief, a conventional infographic, a layered risk visualization, and an accessibility-enhanced layered visualization. A synthetic analytical sample of 480 observations, with 120 observations assigned to each condition, was generated to demonstrate an evaluation framework rather than to represent real human-subject findings. The simulated results indicate a progressive increase in risk-comprehension performance from the text-heavy condition to the accessibility-enhanced layered design. Mean comprehension scores were 63.9, 72.2, 82.3, and 85.3 respectively, while similar patterns were observed for protective-action recall and uncertainty recognition. The analysis suggests that visual effectiveness depends less on graphic density than on disciplined selection, perceptual hierarchy, consistent quantitative encoding, explicit uncertainty representation, actionable guidance, and accessibility. The paper proposes that public-risk graphics should be treated as decision interfaces rather than decorative summaries. It concludes that visual design can strengthen risk communication when it preserves scientific accuracy while reducing unnecessary cognitive burden and clearly distinguishing what is known, what remains uncertain, who is affected, and what audiences can reasonably do next. |
